Marie Owens, Director of the Division of Drinking Water, requested the opportunity to discuss a proposed rule change with municipal water suppliers relating to the terminus of a drinking water system and liability for drinking water delivery to residents behind master meters. She indicated that several municipalities had communicated concerns about the proposed rule change to the Division and she wanted to share the details about the change and seek comments. On October 29th, Marie made a ULCT Video Conference presentation and provided an in-depth overview of the issue. In the event that you, or a representative from your city, were not able to watch the ULCT Video Conference, we are sharing with you a link to the presentation as well as the PowerPoint and language for the proposed rule change.

During the 2018 General Session, the Utah Legislature passed HB 250. HB 250 allocates a percentage of the building permit surcharge to the Office of the Property Rights Ombudsman to provide training on the drafting and application of land use laws and land use dispute resolution.

The Ombudsman’s Office may also use the funds to provide reimbursement grants to organizations who provide land use training and meet certain conditions and criteria.

If you provide land use training, you’re invited to apply for this fund.

Applications are approved twice a year. Funding will begin on January 1, 2019. Applications for funding in the first half of the year are due on November 30.
